CIE updates Climate Change Compliance Note

The Conveyancing Information Executive (CIE) has updated its unique climate change compliance note in light of recent industry publications and changes, including the Prudential Regulation Authority (PRA) Supervisory Statement SS5/25. 

The CIE first published its Climate Change Searches Compliance Note in January 2023, leading the industry and framing best practice within climate change conveyancing reports. It was updated in 2025 following the Law Society of England & Wales publication of their practice note ‘Climate Change and Property’ on 12^th May 2025. 

This latest review and update(s) follows the release of the PRA guidance which replaces SS3/19 and sets a new supervisory baseline for how UK banks and insurers must manage climate-related financial risks. The emphasis has moved from awareness-raising to evidence-based risk management, which has onward implications for conveyancers as part of the property lifecycle. 

This practice note follows from initial guidance ‘The Impact of Climate Change on Solicitors’  published on 19^th April 2023, and represents the Law Society’s view of good practice, in relation to climate change risks for property transactions. 

The CIE has reviewed its Compliance Note considering these new requirements and it continues to reflect the evolving consideration of physical (e.g. heat stress, flooding, wildfires, etc.) and transition risks (e.g. energy performance).  CIE Standards and associated Compliance Note also extend beyond just data requirements; they specify what support is required from the environmental report supplier more holistically. This support is critical given the growing complexities of climate change reporting.
