CIE reviews Climate Change Compliance Note following PRA Supervisory Statement

The Conveyancing Information Executive (CIE) has again reviewed its unique compliance note in light of the publication of the Prudential Regulation Authority (PRA) Supervisory Statement SS5/25 on the 3rd December 2025. 

The CIE first published its Climate Change Searches Compliance Note in January 2023, leading the industry in framing best practice within climate change conveyancing reports. It was refined in 2025 following the Law Society of England & Wales publication of their practice note ‘Climate Change and Property’ on 12th May 2025. 

This latest review and update(s) follow the release of the PRA guidance, which replaces SS3/19 and sets a new supervisory baseline for how UK banks and insurers must manage climate-related financial risks. The emphasis has moved from awareness-raising to evidence-based risk management, which has onward implications for conveyancers as part of the property lifecycle. 

This practice note follows from initial guidance ‘The Impact of Climate Change on Solicitors’ which was published on 19th April 2023, and represents the Law Society’s view of good practice, in relation to climate change risks for property transactions. 

The CIE has reviewed its Compliance Note considering these new requirements and it continues to reflect the evolving consideration of physical (e.g. heat stress, flooding, wildfires, etc.) and transition risks (e.g. energy performance).  CIE Standards and associated Compliance Note also extend beyond just data requirements; they specify what support is required from the environmental report supplier more holistically. This support is critical given the growing complexities of climate change reporting. 

Our members must provide competent in-house support to any risks conveyed in climate risk(s) reporting and be on hand to support customers in accordance with service level agreements via members of their in-house teams. This in-house service and consultancy support is critical, as our members have objectively selected and curated the data upon which they deliver their insight and support.
